For V:tM, what I would do is give yourself the bare essentials of the character: Concept, Nature/Demeanor, Clan and Generation (if vampire), maybe a merit or flaw if you really want to, and then list dicepools like "Melee Attack pool (lead pipe)" or "Driving dice pool" or "Investigation Dice pool" depending on the nature of the NPC. In V:tR, you'll usually find NPCs with a brief description of their character and then the book will list a few dice pools that are especially relevant without going into stats. V:tM did this to some extent with their abbreviated stat blocks ("Assume ratings of 2 except for Wits and Charisma, which should be 3" for example). One of the conventions I really like from Vampire: The Requiem is condensing non-vital NPCs to only their necessary stats.
